Did the gates open on time for all runners? Yes
Did any of the other jocks stop riding their mounts after gates opened? No

Scratch the de melo mount and move on. That would of been the correct decision. In the past this is what has happened when horses reared, y is this any difference?

Banker Magic memory in the pa (which by the way is paying well) all of a sudden all runners suffice and pa dividend halves. What a joke. Does magic memory now not count with having gotten its maiden?
