How to open a betting business in Hong Kong

Hello everyone.
Hong Kong is a very large and rich city with great opportunities. I want to start a betting business there.
Tell me if this business is allowed there? How much does a license cost? We have all the necessary bookmaker software.
Maybe there are some nuances? B)

Non starter. Its only HKJC thats allowed to operate and one has to go through them which is close to impossible.

Because I don't really need a franchise. I have all the software I need. We need a co-founder in place of a new location. For example in Zimbabwe
