Is the Jockey Club insolvent?

This is the latest coming from the guy who told me about the head stipe resigning, long before it was reported anywhere else. The news is that the RA will be geting alot of the current Jockey club responsibility. That can only be good news for owners.

How would it work RA is a regional body. Jockey club is a national body??
