Rule 62.2.3 – For failing to ride the horse TOP SAIL out to the end of the race to the satisfaction of the Stipendiary Stewards. Fined 1000 rand

This is a very strange penalty.

The horse got up on the line to nab 3rd from African Torrent

I agree, nothing wrong with the ride.
Yet the stipes allow countless incidences of dangerous riding to go unpunished
