23. RIDERS' INSURANCES 23.1 No RIDER shall ride in a RACE unless, while he is participating as a RIDER in that RACE MEETING, he has adequate medical aid cover, and he is adequately insured in respect of any accident, injury and permanent disability which he may suffer during the course of the RACE MEETING. 23.2 Proof of such insurance cover shall be furnished by the RIDER to the LICENSING BOARD, at the time of initial application for a licence and thereafter at every renewal thereof. 34
23.3 Notwithstanding the provisions of RULE 23.1 the CHIEF EXECUTIVE may, in his discretion and on such terms and conditions as he may determine, authorise a RIDER to ride in one or more RACES without having the insurance cover specified in terms of RULE 23.1.
The CHIEF EXECUTIVE may delegate the exercise of this discretion to the LICENSING BOARD on such conditions as may be specified.

TBH this happens every year and gets sorted, there must be loads of outstanding fines

What about insurance  against being whipped by another rider?
